This session will critically examine who benefits, who bears the costs, and whose voices are shaping the future of the blue economy. The discussion will explore the tensions between ocean conservation, livelihoods and resource extraction, asking whether the blue economy can deliver sustainable and equitable development without commodifying nature or marginalising coastal communities.
