Clara Cole appointed as Deputy Director-General

After a comprehensive international recruitment process and upon receipt of approval from member countries, Ms Clara Cole has been appointed to the role of Deputy Director-General of the Commonwealth Foundation. Succeeding outgoing Deputy Director-General Shem Ochola OGW, Ms Cole will take up her position in January 2026, joining the Foundation at its Headquarters in Marlborough House.  

Ms Cole brings a strong sense of familiarity with the Commonwealth system, and a deep understanding of the mission of the Foundation. Her professional background has seen her promote accountable and inclusive governance, advocate for expanding and strengthening civil society and safeguarding democratic processes across diverse geo-political contexts in senior leadership positions.  

Ms Cole comes to the Commonwealth Foundation from the International Foundation for Electoral Systems where she directed regional electoral programmes across Africa. Prior to that she oversaw regulatory guidance for political parties and campaigners in the UK and advised Commonwealth member countries on good electoral practice. She has previously held roles in the UK Electoral Commission, the Commonwealth Secretariat, Freedom House and AECOM International Development. This background equips her with expertise in civil society and protection of democracy. 

On news of her appointment, Ms Cole said: 

‘I am very pleased to be joining the Commonwealth Foundation as Deputy Director-General. It is set to be an interesting and exciting year for the Foundation, with the launch of a new strategy in the summer and the Commonwealth People’s Forum in November. I am looking forward to using my skills, knowledge and experience to support civil society to thrive.  

With a background in safeguarding democracy and inclusive governance, the role of the Foundation in bridging the gap between civil society and governments is one which interests me greatly. I hope to use my position positively to strengthen the Foundation and embolden communities across the Commonwealth.’
