This session will explore how the landmark ICJ Advisory Opinion can serve as a powerful tool for strengthening environmental accountability and amplifying civil society advocacy across the Commonwealth. The discussion will examine how citizens, environmental advocates, and marginalised communities can use it to hold governments accountable for protecting ecosystems, biodiversity, water and natural resources, while highlighting the partnerships and strategic litigation that helped make the ruling possible.

As artificial intelligence and digital platforms increasingly shape how information is created, shared and consumed, this session will explore what freedom of expression means in an age where power over public discourse is increasingly concentrated in the hands of technology companies and governments. The discussion will examine how AI and digital technologies can both expand and restrict participation, amplify some voices while excluding others, and create new challenges around surveillance, misinformation, bias and accountability.

The discussion will explore the tensions between ocean conservation, livelihoods and resource extraction, asking whether the blue economy can deliver sustainable and equitable development without commodifying nature or marginalising coastal communities.

Across the Commonwealth, health systems are coming under growing financial pressure as external assistance becomes less certain, public finances tighten and healthcare costs rise. This session will explore how countries can build more sustainable, equitable and resilient approaches to health financing without transferring disproportionate costs to individuals and communities. Bringing together government, civil society, health and finance experts and development partners, the discussion will examine new approaches to financing, health as an investment in people and economies, and the role of regional cooperation. It will also consider how communities and civil society can help shape priorities and ensure resources reach those who need them most.

The final day of the People’s Forum’s is designed to connect dialogue with practical action. Delegates will participate in a curated programme showcasing local civil society initiatives, community-led projects and perspectives from the host country. The afternoon will feature delegate-led sessions, providing insight on a range of contemporary issues. The Forum will conclude with a closing session celebrating the people, partnerships and collective action that have shaped discussions and inspired new commitments.
